It is determined that civilians will not be drawn because there are many of them, and it would be very weird to have the same portrait for every citizen and villager. Conversations with them should be one-sided (they are the ones talking), and no portraits will be shown.

I want something to go into the indicated area for the main menu:

I was thinking about the MC (I was going to clean her up but didn't get very far), a pair of goggles hanging off a peg, or a big animated gear/piston/something... not sure.

A size estimate would be great. It looks like 200x300 to me? If time allows I can also draw a background for this if I get to know the size of the window.

Other pixels on the screen seem to be doubled, so I think that box is about 150x200.  I personally think a picture of the MC and Maple in some cool pose would be awesome.  Also, it probably wouldn't be too big of a deal if you went outside the boundaries of that box, especially to the left.  I think at this point screen space in the title screen is probably negotiable.  There's a little space where the menu could probably be moved over some.

Totally! I wast just indicating the general space I wanted to put art -- I'm okay with it being larger than the box.  Also, Spears is totally right about the numbers being doubled.  We're actually looking at around 45x100 (x by y)
