Election

All I came up with is trying to stop an evil candidate from winning an election.  But I couldn't come up with a way to make it into a zeldalike game.

 

I thought of the same thing. My premise is that the antagonist is said to be a former lord who is in league with evil monsters. He makes them appear throughout the country, and pretend that his soldiers are doing a good job of keeping them at bay, so that he can win the election. The protagonist, as an agent working under an opposing candidate, must go to various locales and actually defeat the monsters in their lairs (and perhaps in later levels, the evil lord's soldiers), either turning the citizens to your boss's side or exposing the evil lord's treachery. This gives us combat and the lairs will be the "dungeons" in Zelda's sense.

 

An additional role reversal twist could show that the "evil lord" actually has nothing to do with the monsters and is genuinely trying his best commanding the army against them, and that your boss (or his right-hand man) is the one calling forth the monsters and wreaking havoc.

 

The character who is the overly helpful type who always causes more harm than good (even if they intend the best) is "elected" to some position such as "Head Chief of Ancient Relic Recovery" and is sent off on a fool's errand to recover the "lost artifact" (never existed?) at the nearby ruins. After the initial success the village is shocked but sends character back out on several more "quests".

 

How about instead of focusing on an election in the sense of "people vote for $blah" we focus on the player's elections (or choices) in the game.  A simple way of doing that is how Secret of Mana allows the player to become more proficient with various weaponry.  To be _interesting_ we would need the game to obviously react to the choices that the player makes.  So, maybe, if they're using item A a lot the game (archenemy) introduces enemies that ar A-resistant.

 

...A-resistant... some kind of "viris" warfare? Mr steampunk is a genetics genius (in so much as you can be in this setting) and is trying to research a cure for a thing -- it could involve expeditions to far away places (the zelda-style stuff) and some kind of ... thing where the materials you retrieve on your journey can be combined... or something... and the enemy reacts to the choices you make on how to treat it... and you have to beat him ... ugh.

     - Variation: building an airship out of parts instead of this virus thing -- the choices relate to how it's used
